Approval processes for wind energy

The energy transition in Germany requires a massive expansion of wind energy. However, the application for a wind farm is a complex matter and requires several meters of documentation. The Ministry for Climate Protection, Environment, Energy and Mobility (MKUEM) of the state of Rhineland-Palatinate has now gone ahead and made the approval process more digital with the help of Accso in order to simplify this time-consuming process.

The digital approach: how the application portal works

In Rhineland-Palatinate, the structural and approval directorates decide on the construction of wind turbines. At this point, the Accso consultants were able to analyze the existing process and optimize it in collaboration with experts from the authorities. This analysis formed the basis for the design of the application portal.

The result is a modern, user-friendly application portal that offers numerous advantages to both applicants - the project developers - and the authorities:

  • For project planners: With digital forms, all relevant data and documents can be submitted quickly and easily to the responsible structural and approval directorate and come together in one central location.
  • For authorities: All documents are available in a standardized, digital structure and can be efficiently forwarded to the relevant departments.

This speeds up processes and makes it much easier to integrate numerous specialist departments and units - a decisive efficiency gain for everyone involved.

Focus on technology: standards and future-proofing

The application portal was developed jointly by Accso and bol Systemhaus and combines individual software development with proven form management solutions. Future-oriented eGovernment standards are used:

  • ELSTER company account: Enables secure and standardized authentication of users.
  • FIT-Connect: A modern transmission protocol that ensures seamless integration into existing systems.

These standards make the portal not only future-proof, but also flexibly expandable to meet future requirements of the energy transition.

An all-round service from Accso: from conception to operation

As a digital partner, Accso provides MKUEM with a solution from conception to operation from a single source: after technical acceptance, Accso puts the application portal live and manages the application, including support.

With the digital application portal, Rhineland-Palatinate has taken an important step towards modernizing its approval processes. The collaboration between MKUEM, Accso and bol Systemhaus shows how digitalization can help to make the expansion of wind energy more efficient and thus support the energy transition.
